Dear Sir or Madam,

I would like to draw your attention to the General Assembly of the European Technology Platform on Zero Emission Fossil Fuel Power Plants (ZEP) which takes place on the afternoon of 12 September and on 13 September 2006, in Brussels. We cordially invite you to take part in this event, details of which you will find in the attached documents and in the website of ZEP: www.zero-emissionplatform.eu.

As pointed out in the Commission’s Green Paper on a European Strategy for Sustainable, Competitive and Secure Energy, our climate is getting warmer. Global temperatures must be stabilised which obliges us to reduce considerably the CO2 emitted from fossil fuel power production, from transport, industry and other sources by mid-century. This situation represents a vast challenge for European industry and energy sectors. It also represents an opportunity for European industry to develop new technology for zero emission power production that can be sold worldwide. To prepare for this challenge, the European power and petroleum sectors want to play a pro-active role and have therefore, in cooperation with DG Research, established the ZEP which consists of high level representatives from industry, research community and civil society in Europe. ZEP is also closely linked to EU Member States by a Mirror Group of government representatives. The aim of ZEP is to enable European fossil fuel plants to have zero emission of CO2 by 2020.

Following the official launch of ZEP in Brussels on 1st December last year, the Platform has worked extensively. A Strategic Research Agenda has been drawn up, as input to the Commissions preparations for the forthcoming 7th Framework Programme. A Strategic Deployment Document has also been prepared, proposing the new framework conditions required to deploy zero emission technology on the market. In parallel, numerous concrete projects for power production with capture and storage of CO2 are being announced across Europe. The challenge, however, is to provide the right policy framework for these projects to become commercially viable and to allow large scale deployment across Europe.

The Strategic Research Agenda and the Strategic Deployment Document will be presented and discussed at ZEP’s General Assembly on 12 and 13 September 2006. The General Assembly will be opened by Commission President, José-Manuel Barroso at the Renaissance Hotel in Brussels on 12 September at 15.00. In addition, speakers will include Ministers of Energy from several EU Member States, and CEOs or senior high level representatives of major European companies active in this area. The General Assembly will gather together about four hundred experts from the manufacturers, utilities, oil and gas, research and NGO communities from all over Europe.

ZEP invites representatives from all stakeholders in this technology area to participate in the General Assembly, which is designed to obtain involvement of high-level participants from the spheres of research, science and technology, industry and policy-making from all over Europe.
