The Commission provided internal drafts for a regulation regarding monitoring and reporting of greenhouse gases to amend the current monitoring and reporting guidelines. The regulation shall be based on the above guidelines for the first and second emissions trading period and be adapted to the conditions of the third trading period from 2013 till 2020. The VGB/BDEW task force on greenhouse gas monitoring provided a statement to the "Third order draft" for this regulation. Within this statement it is demanded in particular that there is a EU wide harmonized and consistent application of oxidation factors, a reduction of the reporting requirements and administration efforts taking the principle of proportionality into account, and further an appropriate handling of "Carbon capture to usage" measures.

The official "wish list" of the BREF LCP process showed about 50 wishes concerning mercury. Most of these came from the European Environmental Bureau (EEB). To support argumentation EEB has published a general overview about the behaviour of mercury mainly based on data from the USA. This paper was commented by the VGB Mercury Group and was fed into the BREF LCP process.

The revised version of the European standard EN 450 "fly ash for concrete" is still under discussion in CEN. The comments from the so-called CEN enquiry had already been dealt with in spring 2011 and the updated standard was sent for final decision. However, in a preliminary vote some countries voted against the acceptance of the revised standard. A decision on the further procedure will be taken at the next meeting of CEN TC 104 on November, 24/25, 2011. The outcome of this meeting will be reported at the next conference "fly ash in concrete" on December 1, 2011 in Frankfurt.

The VGB Conference "Chemistry in Power Plants 2011" on October 26/27, 2011, in Munich welcomed more than 300 participants from 20 countries including USA, Russia and Israel. Due to the large number of papers submitted two sections were formed: Analytical Chemistry and Water Chemistry.
