> Review BREF LCP < The Technical Working Group (TWG), established to review the Best Available Techniques Reference Document (BREF) for Large Combustion Plants (LCP), held its kick-off meeting in Seville on October, 25 - 28, 2011. The TWG brought together experts from member states and industry sectors and was chaired by the European IPPC Bureau (EIPPCB). The current BREF LCP was finalised in 2004 and officially adopted by the European Commission in 2006. The revision process was originally expected to begin much sooner - VGB and EURELECTRIC already started their preparations with the establishment of a joint BREF LCP Group in 2008. After several delays, the TWG was reactivated in February when members were invited to send their wishes for document modification by May 2011. The EIPPCB received more than 2000 wishes from member states, industry sectors and NGOs. The EIPPCB and the experts overseeing the revision process then prepared a background document laying down the proposed issues for discussion. In parallel, the EIPPCB worked out a draft questionnaire that should be used to collect plant data across Europe. During the four-day meeting, the EIPPCB guided the TWG through the list of topics to be agreed upon. > List of New Power Plants in Europe: Update November 2011 < The list New Power Plants comprises power plants in planning and under construction in Europe. Energy sources like gas, hard coal, lignite, wind, water, waste etc. are considered. Based on the list, the planned total output (MW) and the portions of the sources of energy (MW) can be determined. Due to political and economic decisions, the list lives with further planning measures and with cancellations. The current list is available in the member area for download:

1) EC Draft Regulation for Greenhouse Gas Monitoring and Reporting

The Commission provided internal drafts for a regulation regarding monitoring and reporting of greenhouse gases to amend the current monitoring and reporting guidelines. The regulation shall be based on the above guidelines for the first and second emissions trading period and be adapted to the conditions of the third trading period from 2013 till 2020. The VGB/BDEW task force on greenhouse gas monitoring provided a statement to the "Third order draft" for this regulation. Within this statement it is demanded in particular that there is a EU wide harmonized and consistent application of oxidation factors, a reduction of the reporting requirements and administration efforts taking the principle of proportionality into account, and further an appropriate handling of "Carbon capture to usage" measures.

2) Mercury in BREF-LCP Process

The official "wish list" of the BREF LCP process showed about 50 wishes concerning mercury. Most of these came from the European Environmental Bureau (EEB). To support argumentation EEB has published a general overview about the behaviour of mercury mainly based on data from the USA. This paper was commented by the VGB Mercury Group and was fed into the BREF LCP process.

3) EN 450 - Decision on Further Procedure is Expected End of November 2011

The revised version of the European standard EN 450 "fly ash for concrete" is still under discussion in CEN. The comments from the so-called CEN enquiry had already been dealt with in spring 2011 and the updated standard was sent for final decision. However, in a preliminary vote some countries voted against the acceptance of the revised standard. A decision on the further procedure will be taken at the next meeting of CEN TC 104 on November, 24/25, 2011. The outcome of this meeting will be reported at the next conference "fly ash in concrete" on December 1, 2011 in Frankfurt.

6) Presentations Chemistry in Power Plants 2011

The VGB Conference "Chemistry in Power Plants 2011" on October 26/27, 2011, in Munich welcomed more than 300 participants from 20 countries including USA, Russia and Israel. Due to the large number of papers submitted two sections were formed: Analytical Chemistry and Water Chemistry.
For the participants of the conference an update of the presentations is available for download. Access data are shown in the conference programme on pages 12/13 or can be requested from Andreas Wecker.
