The safeguarding of fish migration patency in running waters plays a central role to achieve the environmental targets of the European Water Framework Directive (WFD). Presently the ecological stipulations and administrations mostly refer to upstream migration of aquatic organisms. Those measures are always associated with costs and a reduction of renewable power generation. Corresponding demands for adequate measures of fish protection and fish downstream migration are already foreseeable.
In several countries new regulations for design and erection of fish ladders are under way, in the future probably also for downstream fish migration. Thus the VGB TC "Hydro Power Plants" decided to install a European group of experts from hydro power operators in this field, which compared and analyse the basic standards and guidelines concerning fish migration upstream as well as patency and minimal regimen in residual flow reaches.
