1) Merry Christmas and a Successful New Year

2) Countdown to EU REACH Registration and CLP Notification

On December 1, 2010, the deadline to register substances according the REACH Regulation (EC 1907/2006) produced in quantities of more than 1,000 tonnes ended. The deadline for REACH registration of substances produced in quantities of more than 100 tonnes will end on June 1, 2013, and for those produced in quantities of 1 tonne or more will end on June 1, 2018.

Beside the REACH Regulation also the Regulation on classification, labelling and packaging (CLP - EN 1272/2008) has to be considered. This regulation harmonises the provisions and criteria for the classification and labelling of substances, mixtures and certain articles. According to article 39 and 40 of this Regulation manufacturers or importers, or a group of manufacturers or importers who places on the market a substance have to notify information, e. g. identity and classification of the substance to the ECHA, independent whether the substance has hazardous properties or not.

Manufacturers or importers, which have already registered the substances according to the REACH Regulation have automatically fulfilled the requirement of the CLP regulation. Manufacturers or importers having not yet registered, e.g. due to lower production volume and extended deadline to June 1, 2013, have to notify the information required by art. 40 CLP to the ECHA by January 3, 2011. Alternatively they may register immediately according to REACH regulation.

3) Revision of Seveso-II-Directive

Due to the changes in the EU system of classification of dangerous substances (according to the Globally Harmonised System - GHS) the Directive on the control of major-accident hazards involving dangerous substances (Seveso II Directive) has to be amended. In November the Commission has issued a first draft proposal for this amendment. According to the Aarhus Convention the information of the public will be increased; there will also be some changes concerning the reporting obligations. In spite of a changed classification nomenclature the threshold values in Annex 1 for NH3 and aqueous NH3 remain; the same applies to gas oil, Hydrazine, SO3 and H2. Also for PCDD/F the threshold value remains, only the assessment of the congeners has been updated. CO2 is not in the list. Very relevant is the inclusion of heavy fuel oil into Annex 1 (with the same threshold values as for gas oil, i.e. 2,500 t for the lower tier and 25,000 t for the upper tier). Heavy fuel oil is not listed in the current Seveso II Directive and thus has not to be taken into account up to now.

4) Germany's Offshore Era Enters its Second Year - Twelve Months of Operational Experience at Alpha Ventus

One year ago the last of the twelve turbines of alpha ventus was assembled - completing Germany's first offshore wind farm. Since the gradual commissioning of the turbines, the offshore test field has fed some 170 gigawatt hours of power into the national power grid and has already achieved an balanced EROEI (Energy Return on Energy Invested). This pioneering project provides not only its operators EWE, E.ON and Vattenfall, but also the entire start-up Offshore Wind Energy industry with fundamental experience in the construction and operation of additional offshore wind farms planned for the North and Baltic Seas.

5) Call for Papers - VGB Workshop "Flue Gas Cleaning 2011"

The next VGB European Workshop "Flue Gas Cleaning 2011" is scheduled to take place in Helsinki/Finland on May 25/26, 2011. Please submit your paper by January 10, 2011, at the latest.
