Management and Staff of VGB PowerTech e.V. and VGB PowerTech Service GmbH would like to thank you for the good co-operation in this year and wish you a Merry Christmas and a Successful New Year.
After the Strategic Deployment Document and Strategic Research Agenda have been strongly endorsed, ETP-ZEP is going to implement its recommendations. Therefore four taskforces have been established:
- Taskforce on Demonstration & Implementation
- Taskforce on Policy & Regulation
- Taskforce on Technology
- Taskforce on Public Communication.
You will find the terms of reference of each task force and the invitation to apply for membership in the ZEP newsletter, December 2006.

Successful workshops were held on the demand and supply parts of EURELECTRIC’s Role of Electricity Project on November 20-22, 2006, in Brussels, confirming the importance of competitiveness, sustainability and security of supply, and analysing the contribution that electricity can make to these three key energy drivers. The demand-side workshop highlighted the significant potential for energy savings through technological innovation and the importance of new applications of electricity. In the second workshop, preliminary results of the supply-side part of the Role of Electricity project were presented, after a discussion on the prospects of global fuel supply.
Overall the workshops demonstrated that electricity represents the most competitive and sustainable energy vector, for which generation technologies are advancing and demand-side applications are growing.

On 13.12.2006 the European Parliament had adopted the new EC-chemicals policy (REACH regulation). REACH - Registration, Evaluation and Authorisation of Chemicals. REACH will oblige producers and importers of about 30,000 existing chemical substances (threshold 1 t/a each) to register them at a new Chemicals Agency in Helsinki because of health and environmental aspects. Probably the regulation will come into force in spring 2007.

The period of co-existence for the standards for fly ash concrete DIN EN 450:1994 and DIN EN 450:2005 ends on December 31, 2006. From January 1, 2007, only DIN EN 450-1 Fly ash for concrete - Part 1: Definition, specifications and conformity criteria and DIN EN 450-2 Fly ash for concrete - Part 2: Conformity evaluation are applicable for the production and placing on the market.
In Germany, for the use of fly ash as concrete addition according to DIN EN 450 a national technical approval regarding environmental compatibility is necessary.

Structured like a checklist, this guideline provides useful instructions how to analyse I&C systems and process equipment systematically in order to prevent failures. Both, new project planning and existing plants are considered. In addition, demands on I&C manufacturers are listed, which were discussed and agreed in advance between manufacturers and VGB.

The technical scientific report "Analysis of Unavailability of Thermal Power Plants" is now available in the English language (PDF-Document). The report provides information on weak points of components of power plant systems. In order to identify the systems causing the unavailability and to improve those systems by technical measures, VGB provides the annual unavailability analysis (UA analysis). The systems and equipment to be analysed are specified according to the KKS power plant identification system.
