In a public hearing on Carbon Capture and Storage (CCS) in the European Parliament on November 26, 2013, the Zero Emissions Platform (ZEP) again strongly argued for the implementation of CCS in Europe and highlighted the advantages of the technology. The basic input was the currently published report "CO2 Capture and Storage: Recommendations for transitional measures to drive deployment in Europe". The ZEP model study provides an EU member state specific optimisation of electricity generation until 2050 and is based on an existing model from the Norwegian University of Science and Technology (NTNU). The calculation considers i.a. an hour-by-hour dispatch model of renewable power based on historic weather data and uses input data of the Global Change Assessment Model (GCAM) for the development of fuel and CO2 prices. The objective is to determine a cost-optimised CO2 emission reduction of European electricity supply. The most efficient case was a balanced energy mix of renewable and fossil energies, complemented by wide and progressive use of CCS. Further use of fossil energies would also increase security of energy supply and improve competitiveness.
A structural reform of the European Emission Trading Scheme (ETS) would be necessary and also measures to incentivise first movers to take investment decisions for CCS and to ensure that CCS demonstration plants will be dispatched over the lifetime of the projects. ZEP recommends establishing a "CCS-Fund" and the implementation of Feed-in Premia for CCS plants. According to ZEP's assessment the introduction of an Emission Performance Standard (EPS) would not incentivise CCS in short-term and could only be considered in long-term after 2030 when CCS technology is expected to be mature.
The rapporteur of European Parliament on CCS, Chris Davies, noted that meanwhile especially Canada and the US have overtaken Europe in CCS technology development. He requested the European Union and the member states to give - similar to renewable energies - more political and financial support to CCS.

The VGB Workshop "Flue Gas Cleaning 2014" takes place in Marseille/France on May 21/22, 2014. This workshop covers all aspects of flue gas cleaning activities as well as of online monitoring and instrumentation for emission detection.
