The Construction Products Regulation (CPR; 305/2011/EC) was published in the Official Journal of the EU on April 4, 2011. It entered (partly) into force on April 24, 2011, and will replace the Construction Products Directive (89/106/EC). On July 1, 2013, the requirements will be relevant for producers of construction materials. These are the preparation of a "declaration of performance" (DoP) replacing the "declaration of conformity" and the respective CE marking based on the new annex ZA.
A master-declaration of performance for fly ash for concrete according EN 450-1 was prepared by the VGB project group "Quality management". The master can be used as a basis for the specific DoPs by filling the gaps in the master. The DoP should be provided once to each customer by July 1, 2013, and provided on request afterwards.

On February 28, 2013, the revised European standards for fly ash for concrete was published in the Official Journal of the European Union (C59/1). The standard has to be implemented into national regulations by May 1, 2014 (end of co-existence period). In e.g. Germany the implementation follows a publication in the list of regulations for construction (Bauregelliste). Due to formal aspects the standard is likely not to be used before March or April 2014.
Compared to the version of 2005 the revised EN 450-1 allows higher proportions of co-combustion material which are still restricted in type and amount to ensure the quality of fly ash. The maximum amounts are limited by the limit values for single parameters or by the maximum amount of co-combustion material. Furthermore, the requirements for single parameters and test procedures have been modified. All changes are compiled in a background report which can now be ordered as CEN/TR 16443:2013-05 (E) - Backgrounds to the revision of EN 450-1:2005+A1:2007 - Fly ash for concrete; English version CEN/TR 16443:2013 at Beuth Verlag.
