New documentation standards for wind power plants

VGB PowerTech, the European Technical Association for Electricity and Heat Generation, continued to develop a VGB-Standard under the title “Provision of Technical Documentation (Technical Plant Data, Documents) for Energy Supply Units”* that has been successfully applied for more than ten years. The current version also takes into account in detail today’s requirements of wind power.
In order to ensure safe and economical operation of energy supply units, operators and manufacturers compiled detailed stipulations for the delivery of technical documentation (documents for the description of a technical product). The experiences made by the contracting parties and manufacturer with many successfully completed projects were directly incorporated in the review. Thus daily practice is given inside this VGB-Standard.
The new VGB-Standard creates necessary prerequisites for completeness and topicality of the documentation to be delivered. This leads to efficiency and cost savings for all contracting parties. It contains the minimum guidelines to be adopted and sets out the clearances, which need to be considered by the contracting parties. The assignment of generally used document kinds with their designations for document kind classification keys (DCC) and used partial documentation can also be extracted from these VGB-Standards.
Besides the specific needs of building technology also special requirements of wind power are included. In addition to generally valid regulations special information demand lists were developed as well, which determine and stipulate precisely and clear the information needs of a wind power plant.
The classification of technical plant data follows widely international norms. A further standardisation is intended in cooperation with the eCl@ss e.V.
The VGB-Standard is applicable for the entire technical documentation (technical plant data, documents) of energy supply units which, considering the specific energy supply systems, is necessary in the processing of projects (planning, construction and commissioning) in order to ensure future operation and maintenance. Thus the technical documentation is an important basis for the history file to prosecute plant and product information during their entire lifecycle.
