On March 5, 2015, green NGO Greenpeace published a report, “Smoke & Mirrors - How Europe’s biggest polluters became their own regulators”, on the Large Combustion Plants (LCP) BREF review process. Focusing exclusively on coal plants, the report on the one hand claims that the emission levels proposed in the first draft of the LCP BREF in June 2013 are weaker than standards in Japan, the US and China. On the other hand, it challenges the EU decision process on BREF, criticising member states whose delegations to the technical part of the process include experts from industry. Greenpeace further singles out several member states accused of supporting even weaker rules. EURELECTRIC has commented this report.
