Federal Ministry of Environment Presents Results of Data Collection for the National Allocation Plan

On February 12, 2004, the Federal Ministry of Environment presented a first evaluation of the results of the data collection for CO2 emissions from 2000 to 2002.

 

On February 12, 2004, the Federal Ministry of Environment presented a first evaluation of the results of the data collection for CO2 emissions from 2000 to 2002. The Ministry points out that the data provided by the industry are partly incorrect. The ministry corrected the data "on the basis of existing technical know-how and queries to the Federal States and operators". After these corrections an averaged total emission of 501 million tons per year results from installations belonging to the greenhouse gas emission trading directive for the years 2000 to 2002, whereby the portion of the energy-related emissions amounts to 463 million tons per year and the portion of the process-related emissions amounts to 39 million tons per year. The comparison of the results of these "Bottom-up" analysis with the approch "Top down" of the Federal Ministry of Environment leads to a fulfilment factor from 92 to 93 % regarding the energy-related emissions. Between the BMU and the BMBA this fulfilment is obviously still controversial and the industry is not willing to accept it.
