EU Regulation on Shipments of Waste
A proposal of the European Commission for an amendment of the ten years old EU regulation 259/93 on the shipments of waste was presented - COM(2003)379 final. The ojective is to harmonise the European waste lists with those of the amended OECD waste lists - C(2001)107/FINAL - and the amended Annexes VIII and IV of the Basle Convention and to simplify the notification procedures to be applied by shipments of waste. As to the OECD waste lists the Commission proposes for the three waste lists (green, amber, red) and the three corresponding notification procedures of the regulation on shipments of waste a reduction to two waste lists (green and amber; the amber list includes hazardous waste and the actually redlisted waste) and two shipment procedures. Like before green listed waste for recovery operations may be transfrontier moved like goods. However, before the shipment amber listed waste destined for recovery operations as well as all waste destined for disposal must get written consent from the local authorities of the exporting and importing country. Forthcoming the excisting procedure of tacit consent for transfrontier moved amber listed waste would be deleted.
