Short Period of Time for Application for Greenhouse Gas Emission Allowances in Germany
After the agreement of the Federal Council and the German Parliament the Greenhouse Gas Emission Trading Act is going to come into force after the signing by the Federal President in these days, while the act on the National Allocation Plan for Greenhouse Gas Emission Allowances (Allocation Act 2007) is still discussed within the Consiliation Committee. According to the time schedule of the Federal Government the Allocation Act 2007 shall be accomplished and come into force before the summer break of the parliament. According to the law plant operators have to present the application for allocation of emission allowances within three weeks after coming into force of the Allocation Act. After the expiration of the deadline no applications can be presented and thus, no allowances can be achieved any more. The allocations are to be granted by the German Emission Trading Centre at the Federal Environmental Agency by September 30, 2004.
