Benchmark study on European-Pollutant Release and Transfer Register emission reporting and assessment of best practices

The European-Pollutant Release and Transfer Register (E-PRTR) obliges operators of industrial installations to provide data on pollutant release and transfer to their national competent authorities. The natonally checked reports are submitted to the European Commission to be included in the E-PRTR. The E-PRTR database is a publicly accessible electronic database on the Internet.
It is important that the power plant sector has a consistent, practical and cost effective means of reporting under this regime. For this purpose a benchmark study into several aspects of E-PRTR reporting involving ten European operator companies from Austria, France, Ireland, Latvia, Netherlands and Portugal, will be performed.
Items to be considered are:
- Which components are reported;
- Are reporting thresholds taken into concern correctly;
- How is dealt with detection limits;
- Benchmark of (normalised) reported emission data;
- Comparison with model calculations / emission factors;
- Comparison with the EURELECTRIC/VGB recommendations.
The results of the study can be used by power plants to improve the quality of reported emissions data and will support consistence, uniform data reporting by the European electricity sector.
The results might also be useful for the evaluation of the E-PRTR regulation by the European Commission in the frame of the EU-REFIT program in the period 2015-2017.
Headed by Frans Blank, DNV GL-Energy, the benchmark study is carried out until March 2017. The VGB TC Environment is supporting the project.
