VGB Quality Award Granted for the First Time

n 27th September 2006 the “VGB Quality Award” was granted for the first time on the occasion of the opening ceremony of the VGB Congress “Power Plants 2006” in Dresden. Quality is a pre-condition for the successful implementation of projects. According to our members´ response it seems that it is often easier to furnish examples of poor than of high quality. Therefore, we are pleased that we received five outstanding examples that had been nominated for the “VGB Quality Award”. The VGB body that assessed the nominees found out that the projects nominated were all very close together, however, one project was ahead: The winner of the first “VGB Quality Award” is the project “Partial Renewal of the FGD of the Voerde Power Plant, Unit A/B”. The professionalism and personal engagement of the project leader Dipl.-Ing. Peter Errenst, DSD Hilgers Stahlbau, contributed to the successful implementation of the project.

Draft of the German ETS Allocation Act 2012 (ZuG 2012)

On the basis of the German National Allocation Plan (NAP II) for the second trading period (2008-2012) of the European Trading System, which the Federal Government conveyed to the European Commission for notification on June 30, 2006, the Ministry for the Environment submitted a draft for the Allocation Act 2012 (ZuG 2012).

Consortium for the REACH Registration of Gypsum and FGD Gypsum in Preparation

The European producers of FGD Gypsum are invited to join a consortium of companies aiming at a joint registration of gypsum and FGD gypsum according to the future European REACH Directive. The Project Group "REACH Registration of Gypsum" was established jointly by the associations VDEW, VGB, BVK, BVGips, Eurogypsum and ECOBA. The group will compile and elaborate the necessary documents for the registration as soon as the Directive has come into force.

Quality assurance of automated measuring systems - Position paper on Standard EN 14181

As the practicability of the standard EN 14181 "Stationary source emissions - Quality assurance of automated measuring systems (AMS)" is put into question from the VGB member companies VGB office installed a European Working Group (EWG) "Emissions monitoring" to compile the experience gathered with the application of this standard.

Project Group VGB/VDEW "Power Plant By-products and REACH" established

After the political agreement between the European Parliament and the Council about the REACH Regulation it is expected that the regulation will come into force at the end of 2006 and/or at the beginning of 2007. The REACH Regulation is of great importance for power plant operators as consumers of chemicals and in particular as producers of power plant by-products in coal-fired power plants.

VGB KELI Conference Electrical Engineering, Instrumentation and Control, Information Technology with technical exhibition

Based on the established concept of VGB events new methods will be used with the conference “KELI” in Düsseldorf from 9th to 11th May 2006. The technical lectures were devised by a steering committee and are presently in the final discussion.

"Thematic Strategy on Air Pollution“ adopted - Regulations for PM 2,5

On September 21, 2005, the EU Commission has adopted the Thematic Strategy on Air Pollution. The study shall help to get under control the problems regarding the impairment of human health by air pollution and problems through acidification, eutrophication and ground-level ozone. According to the strategy EU emissions shall be abated from 2002 until 2020 for SO2 by 82 %, for NOx by 60 %, for VOC by 51 %, for ammonia by 27 % and for PM 2,5 by 59 %.

Technology Platform

Within the EU the technology platform “Zero Emission Fossil Fuel Power Plants” (ZEFFPP) of CO2-free fossil lighted power plants is establishing.

Emission trading: Commission approved all national allocation plans (NAPs)

On June 20, 2005 the European Commission approved the Greek NAP for CO2 emission allowances. Thus, all 25 allocation plans are approved for the first allocation period 2005 to 2007 and the Commission accepted the application of 6.57 billion emission allowances for the allocation period 2005 to 2007.

European Technology Platforms on Clean Power Generation

The Technology Platform is a new instruments targeted to a better focus an the needs for the upcoming construction programm of new power plants in Europe.
