This VGB Standard describes possibilities and methods for condition monitoring and performance of tests and inspections in due consideration of hazards especially arising from steam and pressure in components of steam boiler plants, pressure vessel installations and water- or steam pipework.

Prerequisite to condition monitoring of pressurised components is the fulfilment of the fabrication requirements laid down in the Pressure Equipment Directive (PED 2014/68/EU) which was transposed into German legislation by the Pressure Equipment Ordinance (14th ProdSV).

The Occupational Health and Safety Directives are minimum requirements and consequently were extended as regards their extent and requirements at the time of transposition into national legislation. For Germany, they were, among others, adopted by the Ordinance on Industrial Safety and Health (BetrSichV). The resulting changes of the technical regulations [TRBS - Technische Regel für Betriebssicherheit (Technical Regulations on Industrial Safety and Health)] come along with new margins of discretion and flexibility for the employer and replace the withdrawn regulations (like e. g. TRD, TRB, TRR).
